So the "File" object in the default Enfold Desktop is fairly useless.
You need to use extensions to trigger windows into knowing what type of
file it is to open up.
So the best way is to create a content type in your Plone system that
has an extension and/or content_type_registry that will work the way you
want it.

If files are being used typically people, "Right click->New->Microsoft
Word Document" which is plenty for lots of organizations.  The "Types of
documents addable by Explorer shows in the right click new menu".  

If you want something more than what Desktop provides out of the box --
you will need to understand more about content_type_registry and
portal_types.  

Does this help?  Have you looked at content_type_registry?
